Word limits are rarely defined precisely. Most institutions count the body text and exclude the title, references and appendices, but plenty differ — and some count every word in the document.
Character limits are worse, because 'characters' may or may not include spaces, and the two differ by roughly a sixth. This tool shows both so you can match whichever rule you were given.
Reading time assumes about 238 words per minute, the figure from a large meta-analysis of silent reading in English. Speaking time assumes about 140, which is a measured, unhurried presentation pace.
Both are averages. Dense technical writing reads slower; a familiar script is spoken faster. Use them as a guide, then time yourself once for anything that matters.
