A watermark positioned and sized for A4 sits half off the edge of a Letter page, and disappears entirely on a scanned photo page with unusual dimensions. Documents assembled from several sources almost always have mixed page sizes.
Leave the size on auto and the text is measured against whatever page it is being drawn on, so every page gets a mark in proportion to itself.
A watermark has to be visible enough to serve its purpose and faint enough to read the document through. Somewhere between 10% and 25% is usually right for a large diagonal stamp; a tiled mark wants to be fainter still, because there is much more of it.
Tiling is worth choosing when the concern is someone cropping the mark off. A single centred stamp can be removed by trimming the page; a tiled one covers everything.
It is drawn into the page content, so it is not trivially removable — but it is not encryption and it does not prevent copying, printing or editing. It marks a document; it does not secure one.
If the goal is to stop a document being used, a watermark is the wrong tool, and so is any client-side one.
