Why the limits exist and why they are so tight

Portals handling millions of applications store several images per applicant, and a limit of 50 KB rather than 500 KB is the difference between terabytes and tens of terabytes. Many of these systems were specified when bandwidth in much of the country was scarce, and the limits have outlived the constraint.

The consequence for applicants is a genuine constraint rather than a suggestion: an upload one kilobyte over is rejected outright, usually with an unhelpful message.

Compressing without destroying the image

Resize before you compress. An eight-megapixel photograph squeezed to 50 KB looks far worse than the same photograph reduced to the dimensions actually required and then compressed lightly. Most portals specify pixel dimensions alongside the size limit, and meeting those first does most of the work.

JPEG is the right format here. PNG is lossless and cannot reach these sizes for a photograph; converting a PNG photograph to JPEG usually gets under the limit before any quality reduction is needed at all.
