Why the hashtag spread matters more than the count
Every guide says to mix hashtag sizes and almost no generator does it. The reason it matters is simple: a tag with fifty million posts is contested by accounts with a thousand times your reach, and your post drops out of the recent feed within seconds. You are technically present and effectively invisible.
Very specific tags have the opposite problem and the opposite advantage. Far fewer people browse them, but you can genuinely rank and stay visible for hours rather than seconds, and the people browsing a specific tag are the ones most likely to care. A set built only from those cannot travel beyond a small audience.
A spread across both, with mid-sized tags carrying most of the weight, is what gives a small account a realistic chance of ranking somewhere. The tool groups every tag it produces into those three tiers so you can see the balance at a glance rather than counting.
